Churchill would agree to the necessary communication as

the financial arrangemente being made to the Treasury

without delay. I am to add that the proposed arrangement

has the cordial concurrence of Mr. Skinner Turner, the judge

of the Supreme Court, who is at present on leave and has

been consulted throughout.
